Goal 1 of Oregon's Statewide Planning Goals is citizen involvement.
Clackamas County designated Community Planning
Organizations (CPO's) as their method to meet Goal 1.
The purpose of CPO's is to involve citizens in land use planning
in unincorporated areas. The Jennings Lodge CPO and the Oak Lodge
Community Council provide this service in the study area. In cities
this goal is generally carried out through Neighborhood Planning Associations.

Oak Lodge Water District and Oak Lodge Sanitary District provide
two essential services to area homes and businesses. The Sanitary
District is slightly smaller than the Water District. Both serve an
area that runs from the top of Oatfield Ridge down to the Willamette
River.

The Friends of Local Control are studying the feasibility of
forming a new city within the boundaries of the Oak Lodge Water
District.
