Goal 1 of Oregon's Statewide Planning Goals is citizen involvement. Clackamas County designated Community Planning Organizations (CPO's) as their method to meet Goal 1. The purpose of CPO's is to involve citizens in land use planning in unincorporated areas. The Jennings Lodge CPO and the Oak Lodge Community Council provide this service in the study area. In cities this goal is generally carried out through Neighborhood Planning Associations. Map showing the boundaries of the Oak Lodge CPO and the Jennings Lodge CPO.
